Connecting to an Open Network

Some restaurants and public places (ex. DeKalb Public Library, NIU) offer open networks that our chromebooks can connect to.  
A common issue we see is that when someone opens up their chromebook and connects to the network the splash screen doesn't always show up.  While at the DeKalb Public Library today we found that to be the case.  We simply shut down the chrombook by holding down the power button for 5 seconds.  Then turned the chromebook back on.  This time when we joined the library wireless we were greeted with the following splash screen:

Simply click the accept button, log into your chromebook, and access your Google Apps via the internet.
